[Bf-docboard] Get involved - Finish the grease pencil chapter

Hey folks!

While we've been getting basics sorted out, it's not been easy to get
people involved. Now that we've settled on writing a reference manual and
defined the basic structure, it's a good time to set some goals.

To start with, we've added a few sub-tasks for the Grease Pencil chapter
here: https://developer.blender.org/T43374 (see "Blocked By T43446: Improve
Layers section ..."). These are mostly needed because of all the cool new
features that were added to the grease pencil for gooseberry, though the
existing docs could also use some minor improvements.

It's a nice and simple chapter, so If you're one of the people who mailed
earlier showing interest to help, or you've been waiting to see what
happens, now is really a good time to get involved. Feel free to mail
questions here, don't be shy :)
