wiki updated: http://wiki.blender.org/index.php/Meta/New_Writer#About_adding_content

This was in response to a tutorial I generated which was the result of a lot of research and thought into how to effectively use MoCap. The paper started out as one thing, morphed into another, and when I submitted it for peer review, got great feedback on how it had gotten off track, and had a lot of fluff up front that wasn't really necessary and specific to using Blender. As an Author, it is sometime difficult to know when to stop, and what to cut out - which is what your Editor does. Those problems have been fixed, and the fluff has been cut, but it is good to note that there always needs to be peer review to help you stay focused, especially on long Tutorials.

   1. guidelines for wiki.blender.org (Tom M)
Ton recently asked me if we had any posted guidelines about what is
and isn't appropriate for blender.org, and if not he would like us to
do so.

In particular he would like it to be clear that content only directly
and clearly related to blender should be hosted there, and other
content only tangentially related should be hosted elsewhere.

Ie so content on using blender is good, but broader animation and
technical information should probably go elsewhere.
