Please visit http://wiki.blender.org/index.php/Wiki_Tasks for a list of what has to be done to the wiki in order to bring it up to date with all the 2.46 changes. If there are things missing, liek the unsharp mask you mention, please add it to the list. If an unsharp mask is not an immediate Blender feature, but more on how to use Blender tools to make something like a rig or node setup, then it should be a new page in Tutorials, not Manual. 

To create a new page, on the Sandbox page, create a link to the page and save the Sandbox page. then just click on the link and you will be asked to confirm creation of the page. When you have edited the page and are ready to cut it into the main wiki, move the page from Sandbox/whatever to Manual/whatever, create a Manual or Tutorial link, and kill the Sandbox link.

thanks I have edit rights now.
 
I familiarised with the various templates, headers, page format, ... but I would like to ask if anyone could direct me to an explanation on how to add new pages.
 
I was thinking to start from the bottom of the to do list as recommended with:
 
[to do] - Example on how to setup an Unsharp Mask (see the link in the article, maybe we can ask matt if we can reuse some of his stuff :)). Also explain what each setting does (for the unsharp effect) in the setup. .. Could also be made in the tutorials section, but I believe it is a very common filter and might belong in the manual. 

I would like to understand please (or be directed where ai can read about it) how to add new pages / chapters.
 
Also just to be clear on the workflow; if I add this section it will be for the current stable release i.e. 2.46, right? Not for 2.43!
 
Also now that the 2.47 RC2 is out, do we need first concentrating on the new changes or should we still carry on to get the oldest tasks completed?
