[Bf-docboard] Proposal for a new main page

You have my blessing too, although I would make a slight difference
for the edit rights note:

create a new page that explains why, so the long message is not on the
frontpage anymore.

Also, "welcome to the new blenderwiki" is well, not really in place
anymore :o). The whole intro should be a more coherent/structured
text, right now it's a bit messy.

But I'd say, move it! Then we can improve it further. Thanks for the
awesome job so far! (don't forget to add the missing languages, I see
Portugese is missing for example)
