They specify whether the material is connected to the object or to the (in
your case) mesh (or curve, nurbs, etc.).

I think these buttons should be covered in more detail in the Blender 2.0
guide...

Short explanation: If connected to the Object, you can have several
instances of the same Obdata using different materials. If connected to
obdata, you cannot.
