[Bf-docboard] Blender Documentation 2.4 planning

Well,

frankly we are a bit lagging behind the developers.

2.37a is out and Yet there are features of 2.35 undocumented. My fault,
probably it was not clear enought what was to be done, and DocBook is not
that easy to master.

Yet 2.4 is getting near, and the Wiki test failed (at least I think so, the
only ones really playing with it were bart, me and malefico)

Talking also with Ton, it looked to be a good idea to fill the gap at least
at a reference level within this year.

I'll prepare a new CVS repository within this week, with a blank directory
tree and skeleton file of a 2.4 reference guide. The reference should cover
all blender features, so scavenging current part II reference is warmly
welcome, but all material must be carefully reread and expanded. Many
reference items now are plainly Blender tooltips, which is not much.

Of course user guide (part I) still needs to be enhanced with new features
explanation tutorials!
