Add "Frame All" & "Frame Selected" docs

- Move details about frame all & selected from "If You Get Lost" tip
  to their own documentation & link to them.
- Remove outdated viewport shortcuts that use the mouse wheel with modifiers.
- Remove cryptic note about replacing Ctrl with Shift,
  no need to add notes about swapping modifier keys, just document the key bindings.
