Measure Tool manual correction

Made the terminology consistent: "ruler" is used everywhere.
Added how a measurement can be selected.
Emphasized that the *Measurement* setting in the *Viewport Overlays* panel is only available in Edit Mode.
Rearranged some sentences to make the flow more logical.
