Thank you for your reply, it is possible to change the text colour in the user preferences to white, except that changes that text universally and white is not a good colour for the 'Sculpt Mode' brush selection, in that case the original black text over the light coloured pictures is easier to read.

For the 'Weight Paint' and 'Vertex Paint' a small interface readability improvement is needed.  In 'Texture Paint' the black text works for the brushes with a light grey background but not for the two brushes with a dark blue background which is why I wondered if the text could be applied with an and/or so it was black or white depending on the background.

I thought all colors and themes were part of blender 2.5 there should be a section in the preferences for colors
