[Bf-compositor] GSoC: vector blur

Hi All!

Just want to inform that there is a GSoC project for reimplementing the 
Vector Blur node. The project has been added by Elijah Caine McDade 
Voigt and is based on the next whitepaper 
http://www.neulander.org/work/sketch2007.pdf (site is currently down)

The whitepaper is based on the Vector blur node that has been used as 
internal tool by R&H (Garfield).

This project has not been accepted yet (process), but should be ok to be 
accepted.
