[Bf-committers] Project admins and module owners update

Hi,

(Just also for everyone to make sure it's clear)

The procedure is that Module Owners approve on new members in consensus.
When the owners don't agree (or for orphan projects, or disputes), the project admins can decide too. 
When really nobody agrees I will step in :)
