[Bf-committers] GsoC 2017, need instructions.

Hi everyone,
My name is Utkarsh Kosta and i wish to create a proposal for the GSoC 2017.
I have an idea which i believe can help in improving blender's user
experience, i need to know whether blender organisation accepts ideas from
the interns or not for GSoC, and if yes, who am i supposed to contact to
know whether the project idea will/can be approved or not before creating a
formal proposal?
