[Bf-committers] Bug report links for phab projects

We definitely shouldn't tell anyone to go to the generic task creation page:
https://developer.blender.org/maniphest/task/edit/form/default/

But for links on the Blender website I think these pages with
instructions work fine. At least for BF Blender and Addons linking to
the project page instead wouldn't really solve any problem?

Adding bug reports links to more projects could be good. But these
links should go to pages with instructions, and for BF Blender
subprojects get both the BF Blender + subproject tag set, if that's
possible.
