[Bf-committers] Update Report a Bug Page

Hey all,

Together with Quollism, Campbell and someone whose nick I forgot (:P),
I've been working on updating the text for the "Report a Bug" page
(https://goo.gl/86IsW0). Main reason for updating is that the old one
used to be ignored.

We tried to follow a few paradigms:
* Compact
* More eye-catching
* Instructing, but in a polite way
* Understandable for people with only basic English knowledge
* Engaging
* etc

Feedback welcome, but remember that we're trying to keep it short. We
could add all kinds of things, but we have to draw a line somewhere to
avoid a wall of text.

Now the issue issue is that Campbell can't edit the page since it
requires login to the server. Sergey would you mind checking if you're
able to?
