[Bf-committers] Panel Customization Proposal

Hey, 

a few days ago the UI Workshop Write-up has been uploaded. While reading
it I noticed that there is no real clue yet on how to panel
customization can work in the future. I thought about that a while and
came up with a small proposal.

It is the first proposal I ever wrote so it might not be that great but
I hope I can get some of the ideas across! Tell me what you think about
