[Bf-committers] PSD file is not displayed with a file choice screen of Image Editor.(r60621)

Hi.

It was directed to add WITH_PSD, and to build.
However, I think WITH_PSD to be a form to treat inside.
I recognize that it is custom to define in a form of WITH_BF_XXXXXXX when you treat it as a build option.
And WITH_PSD is not defined by win32-vc-config.py.
How should I treat WITH_PSD which is not defined as a build switch?
