[Bf-committers] Settings and preferences out of blend format

I completely agree with Malefico on this one. I don't know how many times I
have been working on a file and find a preference I want to make default,
but to do so I have to load up the default file first and THEN save my new
preferences.

Saving out the preferences to a text file would save quite the headache.
