If we did this it would have to be very obvious to the user which data
is stored in the world and which is in the scene
We also spoke of moving some of the scene settings to the world since
it makes sense that Units for eg. could be a world setting, however
this means you need to add a new world just to access some basic
settings which seems an unnecessary annoyance.
Ton and I agreed that the world should be kept for render settings mainly.

to my thinking it works like this...
Render: render output, for eg not relevant for the BGE.
Scene: Scene management/options.
World: Render environment options.

if you mix Scene and World you still have the problem where render
settings are mixed with non-rendering scene settings.
