No.

The point of doing a 2.49 release is to have a last stable version of
the 2.4x code line for the reasons you directly quote (people might
not want to jump to 2.5 for certain reasons). To this end, adding all
sorts of things at the last minute is a big no.

Moreover, adding all sorts of things to the Py api (not the GE api,
mind you) is a deadend since not only there won't be any bug fixes for
all new bugs that might crop up sooner or later but that code is not
going to be reused for 2.5 at all.
