[Bf-committers] [patch #17701] Option to open Blend file with Python disabled

I updated the patch again -

Now it's working the way I would expect (maybe missing some cosmetics in the
menus).

If you wanna test it I uploaded a windows binary to Graphicall -
http://www.graphicall.org/builds/builds/showbuild.php?action=show&id=830

If this will be incorporated or not is another story :)
