For Windows and OS X it will likely require a commercial license for
openmp support (an intel compiler for OS X and an intel or
professional license for the windows compiler for windows).  I think
it would be a good idea to do openmp builds for linux and other
platforms that have gcc 4.2.  For Windows and OS X it will depend on
whether Microsoft and Intel are willing to donate a license for their
respective compilers.
