[Bf-committers] Layer system code

I don' t know.It works.It's been tested by people that have downloaded it 
and gave it feedback.It's been debugged.It saves the names in the .blend 
files.It's backward compatible with previous .blend files.
I  don't know but I don't like to argue either.
