scripts is an option on installation.

by default it will be C:\Program Files\Blender Foundation\Blender\.blender
the application data folder would be C:\Documents and
Settings\Experimental User\Application Data\Blender
Foundation\Blender\.blender
the application data folder is hidden, but you can also get there
starting with the environment variable:
%APPDATA%\Blender Foundation\Blender\.blender

in linux you can use things like ls -a to see the .blender folder...
