[Uni-verse] Draft of Deliverable D2.3

Dear Uni-Verse partners,

please find a new draft for D2.3, Final Specification,
at the Uni-Verse website <http://www.uni-verse.org>.
Login to the member section and check under
Workpackage 2, D2.3 Draft 7 (in PDF).

All sections have been heavily revised, thanks to
efforts from all partners. A few questionmarks are left
in the text, as yellow labels or notes.
Also a new section 8, on evaluation, has been added,
which I kindly ask you to check.
