[Bf-python] Thought about IRC meeting and beyond

kk will keep comments on wiki then however I think i have a few Q answered:

1) booleans - will use PyObject_IsTrue() to check boolean value
2) constants - naming convention is good. Have to decide on constant 
dicts vs. constant objects still
3) Types module - i guess we're keeping it (bleh)
4) GC - will not do it
5) Module heirarchy - involved issue relates to Ton's Object vs. Data model
