[Bf-python] DataToC-afied scripts DIR

Hi.  I think it would be a good idea to DataToC a archive of the scripts 
dir, so blender can create it automatically, similar to .b.blend.

especially considering us people who don't compile their builds into 
normal blender install dir.

Since blender already has zlib bundled in it (at least for SPARC and 
windows), this (hopefully) shouldn't be too hard.
