I agree.  "Tags" describe what the current setup does better then "sets".
Certainly better then "layers".  And they are by nature not mutually
exclusive so there is no ambiguity in language.

It would really be great  the outliner had "Display by tags" mode like in
GMail does.  Add some logical operations like and\or\intersect on top of
that and it would be a wonderfully flexible system of organizing arbitrary
objects.
