Having objects on more than one layer is a must for any system 
implemented in Blender. So many useful things, from light grouping to 
force effectors to the very core of the RenderLayer system depend on it.

Don't let the term "layers" fool you into thinking that what Blender has 
is analogous to layers in Photoshop, etc, where the layer order itself 
conveys information. Despite the terminology, it is really a flexible 
grouping system.
