[Bf-docboard] Support grant for documentation project

Great!

Did I miss a call for help-writers? I'd be interested to join and assist in
this project.

Is this a completely new User Manual, or a re-write of the wiki?

Also, a few years ago, there was a discussion about splitting the body of
knowledge in three interlinked parts:
(a) Reference Manual (screen-by-screen explanation about what each control
does)
(b) User Manual (graded lessons on how to use Blender, with background
theory wherever needed)
(c) Tutorials

Is that context, the present wiki is more of (a).
Will the new manual cover everything, or will it be part (b)?
