[Bf-docboard] Translation flags row

Hi,

I've added a new template to the wiki, {{Languages/FlagsRow}}, in order to have a row of language flags on the top of the pages where you put it.

To clarify how it works, please check this page

Each of those flags points to Doc:<FLAG-LANGUAGE>/Manual/3D_interaction/Manipulation/Transform_Properties
so you can easily jump to each translation.

As you can see, (as for today) the brazilian, (english) and polish flags are brighter, while all other flags are darker: that means that there isn't a translation for those page in those languages.

I made this because often people follow some old link like Manual.ru/... and they start pages with the old convention, so I "have to" redirect each time (and that's not nice :), so I hope that this makes it easier to get.

Also, this could be a good tool for translators because now it's easier to switch across pages to check differences (as it was, you had to put a "<your-language>/" after the namespace), so it can make translators' life a bit easier. It might stimulate some funny competition too :)

About the "implementation", I haven't touched the 2 old templates {{Languages/Manual}} and {{Lang}}, so this is easy to revert.
I will upload bigger flags pngs and will control the width of the flags with a simple numeric template so that it's easier to change things.
Mediawiki caches images it generates, so the conversions big->small should be done just once, and also the users browsers cache images so this wouldn't be a problem. Or maybe flags are ok with this resolution?

If you find this too much intrusive or you have suggestions about how to make it better, just tell me. For example maybe dark flags should be darker? Etc... I'm here to hear any opinion :)
