[Bf-docboard] wiki refactor: BSoD tutorials merged

Hi,

I've merged Blender Summer of Documentation tutorials in Doc:Tutorials, so that every tutorial is "under" its own relevant section, and everything can be found under the same structure.

The main index is at
http://wiki.blender.org/index.php/Doc:Tutorials/BSoD
while for example Armatures BSoD tutorial is at
http://wiki.blender.org/index.php/Doc:Tutorials/Animation/Armatures/BSoD

Since now we have breadcrumbs, while navigating this tutorial
http://wiki.blender.org/index.php/Doc:Tutorials/Animation/Armatures/Flying_Bird/1:Building_the_Rig
it is possible to click on "Armatures"...

....and find the BSoD tutorial too.

I've moved the proposals under Meta:
http://wiki.blender.org/index.php/Meta:BSoD/2006/Proposals
as a reference for a future BSoD :)

Also, I've moved the translations of BSoD but some of them are incomplete.
Any hints on this "problem" would be good.
