[Bf-docboard] Proposal for a Modifier page

I am proposing a page that would contain info on all the different
modifiers, since integrating them smoothly into the existing documentation
while describing all the features is proving dificult.  Each page that
referenced a modifier could give a brief description and then link to the
modifier page for more info.
