[Verse-dev] Verse resend mechanism

Hi,
I work on new specification of verse resend mechanism. My motivation of
my work on new concept of resend mechanism:

1) Description of resend specification in current specification isn't
complete.

2) Implementation of verse protocol in other languages is hard (week
specification).

3) Verse protocol doesn't have any flow control

4) Verse protocol doesn't have any congestion control

5) Validation of verse resend mechanism is hard/impossible.
