Yes.

The reson for this is:

If you have a 128*128 image that changes to a 256*256 image and some one
sets a tile within the 256*256 image but outside the 128*128 image it
would be ignored if the tile set command happend to came before the size
change.

This is why a client needs to conferm the new size by re-subscribing to
the layers. this also gives the client the option of not subscribing if
the image got too large.
