[Verse-dev] SConstruct support

Folks,

I just added support for SConstruct-driven building of the Verse core
codebase. This support, in the form of the SConstruct file in the
root directory, was contributed and will be maintained by N. Letwory.

On a related note, I have hopes of re-writing the good old Makefile
soon enough, I am not at all pleased with how the build works right
now. But that will have to wait until Eskil has returned from his
trip to the US...
