Dear Mr. Finnstr=F6m,

As I explained in a previous message to Mr. Svensson, I recently took =
over
this project from another Project Officer who was in charge of the
negotiation following the evaluation process.

At that time, I was instructed that negotiations were concluded and =
that the
contract could be produced.=20

Since the level of advance payment is one of the negotiation items, I
assumed this had been discussed and agreed with the consortium.

I am currently checking with the former Project Officer the details of =
the
discussion and agreement he had with the project representatives. We =
will in
particular see whether the decision to limit the advance payment can be
properly justified and substantiated.

If that is not the case, we will consider producing a new contract with =
a
higher advance.=20

I think this should not affect the start of the project as planned on
1/2/04.

Please put the signature process on hold for now until I have clarified =
the
situation.

KTH is in financial troubles. KTH is a Swedish public University with =

Yes. The maximum we could have given you is 80% of the first 18 months.

Giving you a higher advance would have meant that you needed to produce =
