[tuhopuu-devel] Thouroughly Test HE patch

Hi.  Here's a new patch, I tested it on fresh checkout and everything.  
It removes every single HE mesh implicit declaration. there are still 
some implicit declarations from other people, though.  Here's what's left:

interface.c:2971: warning: implicit declaration of function `do_textedit'
interface_draw.c:2503: warning: implicit declaration of function `wcs2utf8s'
toolbox.c:2278: warning: implicit declaration of function

toolbox.c:2281: warning: implicit declaration of function `BIF_do_render

Ok.  Now, what else needs to be done?
