Which ever axis the mouse moved more in before the MMB was pressed.  The idea 
was Grab, move down (and say a little right by accident) then MMB.  It should 
lock to the UP/DN axis and null out any accidental Right/Left motion.  The 
problem  is that it isn't always obvious what reference point the mouse uses 
to measure the X and Y from, so you sometimes get an axis you don't expect.
