[Soc-2018-dev] NPR Project Explained

Hi, YimingWu here!

This morning I wrote something about the LANPR code plans and progress on the wiki, feel free to check in, If I'm still missing some important piece please let me know. Here's the link:

Still need some content for better explaination, will add them on the go. This page can serve as a rough checklist or a progress monitor for developing. I'm not quite farmiliar with d.b.o's task system, will figure out soon.
