[Soc-2016-dev] Weekly Report #07, Layer Manager

Hi Julian,

Looks like you're beyond testing and prototype, so it's time to have a couple of design decisions frozen or confirmed. Would lead to an updated design doc (which is still more of a discussion doc than a design proposal).

I mostly miss insight in how Scenes, Base lists, Layer lists, Layer items,  render layers, etc are precisely going to relate.

When you're around poke me to bring me up to date. Didn't have enough time the past 3 weeks :)
