[Soc-2009-dev] Weekly report - 1 Aug

Hi all,

This week:
- added options to enable/disable NLA, and made tweaks to way active actions
get evaluated when NLA data is present to allow them to be evaluated as if
they were as NLA strips.
- armature editing tools + general 2.5 fixes
- started investigating restoring Grease Pencil + PyConstraints

Next Week:
- look into issues animating influence for strips... this is still too
clunky to use

Regarding scheduling issues, IMO the new NLA is practically done, though
bugfixes + improvements will be made as appropriate.
