[Bf-webcontent] Broken link and general site request

The link to download the latest Python API docs is broken.  It's the
first link on https://www.blender.org/api/blender_python_api_2_78_relea
se/ (i.e. https://www.blender.org/api/blender_python_api_2_78_release/b
lender_python_reference_2_78_0.zip) which is redirected to from the top
level support page: https://www.blender.org/support/

More generally, it would nice if there were a way to report web site
problems via an on-page link (if something already exists on the site
to report web site problems, I sure didn't see it)
