[Bf-webcontent] added new opengl minimum requirements to 2.77 new features page

I just updated the 2.77 new features web page, adding a line to warn 
about new opengl minimum requirements,
it was missing from the wiki RL page when I the features page was 
created, and I missed the change later.

Could it be worth to put this in some evidence also on the download 
page, maybe?
