[Bf-webcontent] Development fund page

I like it. Simple, yet showing enough. Even mentally limited people will
understand it ;) No offence, I know the rules. It should be done like that
:)

I'll add at the bottom of the page a small link "more..." and point users
for more info about what is Development Fund, etc.
