[Bf-webcontent] Organizing the website

Hi all,

To give a bit of clarity about the current situation:

- First priority work (today, tomorrow) is fix bad links, mark missing sections as "comes back soon", stuff like that. This will be done by the people who already made or edited the pages on the new site.

- Second is to map out who here would be willing to work on what. People who already helped out will be approached if they like to become official maintainer of sections. Also make sure we know what you like to do (if you're new here).

- I then would like to see two things in place:

 1) small website moderator team - who keep the overal project focused, make general layout or navigation structure decisions

 2) website section "owners" or teams, people who manage pages or sections of the site.

These people then will be the main contacts for everyone else to discuss content, spelling errors, or submit new content, etc. If we need tools for that (like phabricator or other issue trackers) that can be taken care of.

This organization should be clear within a week I expect. Francesco Siddi and me will work on communicating with everyone well to make sure a proposal will have the widest support by everyone possible :)
