[Bf-webcontent] Re-activating list

Hey Ton,

I'd would be willing to take over maintenance of the User Community page:
http://www.blender.org/community/user-community/, at least until it has been
updated. I know there are lots of outdated links, and new sites that should
be on there that aren't.
