[Bf-usd] Blender USD workgroup welcome

Welcome everyone to the bf-usd list. This is the place for the USD
workgroup to collaborate together.

This list’s archive is public, so anyone can follow the plans and
progress. The participation is restricted to the people that will
actually be collaborating.

The first matter of business is to understand what every stakeholder
requirements are, their original plans of development and the current
state of progress and design documents.
