[Bf-translations-dev] Message "Border select pinned UVs only" doesn't show, even in English

Do you mean there's no tooltip at all for the Border Select Pinned 
operator, or that it shows the same message as Border Select?

The latter is a known limitation, it's the same operator, and an 
operator can only have one tooltip.
