[Bf-taskforce25] Proposal: .B.blend -> startup.blend

Hi, I've posted an updated proposal for this here:

It's basically clarifying what I was getting at before, and includes  
some things from GSR's doc, but quite simplified. I think something  
like this should be easily achievable without causing too much trouble  
or extra work in the short term.

Ton, if you give this your blessing, I can start making a patch.
