One thing I should point out, is that for true selection mode-aware mesh
tools, we do need better hotkeys then just ctrl-tab.  Ctrl-tab is far too
clumsy for workflows where you'd have to switch selection mode to execute
specific tools, possibly many times a minute.  If we do start moving away
from our primarily selection mode-unaware toolset, we would need to change
that, at the very least.
